How can the government achieve economic growth and GHG reduction in the built environment
- Clear long term policy plan for the building sector, for example:
- The previous government's
Written Ministerial Statement (WMS) should be superceded
- The results of the 2024 Future Homes Standard (FHS) consultation need to be published
- Option 1 of the FHS should come into effect in May 2025
- Work should proceed to establish a further update to bring the build regulations
nearer to PassivHaus standard.
- Build regulations should be extended to
first measure and then continually reduce embedded emissions from new builds.
- How do these policies achieve the objectives:
- Low-carbon innovation in the sector is likely to increase economic activity,
increase investment and create higher skilled jobs.
- The building sector needs clear long term objectives to maintain profitability and incentivise investment in innovation.
- To achieve the 1.5m target both the private and public sector need to mobilised.
- Reduces cost of occupation for residents, easing cost of living pressure.
- The embodied carbon emissions from new build alone will account for a
3% increase in UK territorial emissions over 5 years.
- The skills, knowhow and workforce created will support the much bigger economic and social benefits of retrofitting existing buildings.
